Background
Oregon Revised Statute (ORS) 469A establishes a Renewable Portfolio Standard (RPS) that began applying to Wasco Electric Cooperative (WEC) in 2025. The RPS requires WEC to retire a certain number of renewable energy certificates (RECs) annually, if applicable.
The number of RECs is based on (1) WEC’s annual retail sales to members; (2) the applicable RPS target; and (3) a mixture of unbundled and bundled RECs. A “bundled REC” represents the acquisition of one MWh of energy plus the REC, and an “unbundled REC” represents only the REC, without associated energy. The table below shows WEC’s RPS targets:
| Year | RPS Target |
|---|---|
| 2025 to 2040 | 5% |
2025 Obligation
While Oregon statutes provide several compliance exemptions, many of these are applicable to WEC based on the proportion of electricity we supply to our members relative to the state’s total retail electricity sales. Accordingly, the compliance calculation is determined by the entire volume of WEC’s retail sales to its members. The following table outlines WEC’s 2025 RPS obligation:
| 2025 RPS Obligation | |
|---|---|
| Retail Sales to Consumers | 109,800 MWh |
| RPS Target | 5% |
| 2025 RPS Obligation | 0 RECs |
2025 Compliance
WEC was not required to retire any RECs to meet our 2025 compliance year RPS obligation.
Annual Compliance Report to Members
ORS 469A.170(1) requires that WEC make an annual compliance report to its members.
