Legislative Update for Oregon Co-ops
Oregon’s 2024 Legislative Assembly recently concluded its short session. While the electric utility industry was not the primary focus, there were crucial discussions on issues affecting our ability to provide affordable, reliable electricity.
Representatives from the Oregon Rural Electric Cooperative Association seized the opportunity to engage legislators in discussions on several issues, including escalating wildfire risks and the role every Oregonian plays in mitigating these hazards.
Another pressing matter was the expansion of transmission lines, which garnered renewed attention. Discussions centered not only on previous mandates for carbon-free electricity but also on state policy regarding the construction of new transmission lines to facilitate this transition. Such infrastructure expansion is imperative for bringing on new renewable energy sources and meeting statewide electricity demands.
ORECA also appealed to lawmakers regarding concerns over Oregon’s potential pathway to breach the lower Snake River dams. Such an outcome would not only affect power rates but also jeopardize our ability to maintain a reliable electricity supply.
Amid these challenges, a constructive compromise emerged. Oregon electric cooperatives, along with other utilities and rural counties, negotiated a solution (Senate Bill 1566) to a longstanding issue regarding county costs associated with administering utility access to county rights-of-way. This compromise ensures co-ops are protected against undue financial burdens while maintaining fairness for county partners.
