The Board of Directors of Wasco Electric Cooperative (WEC) in The Dalles, OR seeks a broad utility leader with strong interpersonal communications skills to become their next General Manager. The Wasco Electric Co-op Board has retained NRECA Executive Search to facilitate the search process.
About Wasco Electric Cooperative: Wasco Electric Cooperative is a member-owned electric distribution utility headquartered in The Dalles, Oregon. The Cooperative is in north central Oregon and serves over 4,700 electric consumers in a service area that covers 5,000 square miles and five counties (Wasco, Sherman, Jefferson, Wheeler, and Gilliam). Employing a staff of 13 professionals, the cooperative is financially sound, with an annual revenue of $12.5 million and a total utility plant of $46 million. WEC receives wholesale power from the Bonneville Power Administration and is a member of the Oregon Rural Electric Cooperative Association (ORECA) and Northwest Requirements Utilities (NRU).
Reporting to a 9-member Board of Directors, the Wasco Electric Cooperative General Manager is responsible for carrying out the strategic vision of the district that is set by the board.

Experience and Expertise
- Bachelor’s Degree is preferred; an MBA or other advanced degree is a plus.
- Education or Experience in Accounting & Finance, Engineering or Business is preferred.
- At least 5 years of leadership experience is required.
- At least 6 years of electric utility experience is required.
- MIP graduate or similar leadership program graduate is preferred.

Position Overview: As a Journeyman Lineman at the cooperative, you will be an integral part of our operations and maintenance team. Your primary responsibilities will include the installation, repair, and maintenance of overhead and underground electrical transmission and distribution systems. You will play a crucial role in ensuring the safety and reliability of our power grid, working to promptly restore power during outages and emergencies. WEC’s main office is in The Dalles, OR with warehouses in The Dalles, Grass Valley, and Maupin. With the size of our service territory linemen should live within a 45-minute response time to their assigned work location for outage restoration.
Key Responsibilities:
- Safely install, maintain, and repair power lines, poles, and associated equipment.
- Use electric line construction equipment to include, but not limited to, stringing equipment, backhoes, derrick diggers, material handlers, and trucks.
- Efficiently and safely perform line work on a pole or in a bucket truck.
Perform regular inspections and identify potential hazards to ensure compliance with safety regulations. - Troubleshoot and resolve issues related to power outages, interruptions, and equipment malfunctions.
- Conduct preventive maintenance on electrical systems to enhance their longevity and reliability.
- Accurately document work performed and maintain records of maintenance activities.
- Keep current on changes and be competent with technologies necessary to perform job functions.
- Collaborate with a skilled team to respond to emergencies and effectively restore power.
- Demonstrate an ability to work in a positive manner with co-workers and/or members with differing background, opinions, capabilities, etc.
Have a willingness to share skills, competencies, and knowledge with others and maintain strong and effective working relationships. - Complete special projects and other duties as assigned to meet cooperative goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.
Qualifications:
- Completion of an accredited apprenticeship program recognized by the Join Apprenticeship Training Committee (JATC) and the IBEW is required.
- Must have or be able to obtain a valid Class A CDL/Air-brake endorsement Oregon Driver’s License.
- Knowledge of electrical systems, equipment, and safety protocols.
- Ability to interpret blueprints, schematics, and technical manuals.
- Strong physical fitness and the capability to work at heights and in adverse weather conditions.
- Must pass a pre-employment background check and drug test.

Key Responsibilities:
- Greeting members; and handling inquiries, concerns, and requests from customers via phone, email, and in-person interactions. This includes documenting member interactions, transactions, and feedback.
- Providing accurate and timely information regarding billing, outage reports, service requests, and general inquiries.
- Assisting members in setting up new accounts, processing payments, resolving billing discrepancies, and assisting with collections and/or disconnects as needed.
- Preparing daily bank deposits, preparing mailings, and directing information internally via completing job tickets, service orders, or other items as required.
- Collaborating with internal teams to ensure seamless communication and efficient problem resolution.
- Maintaining a comprehensive understanding of our electric utility services, policies, and procedures.
- Participating in ongoing training to stay updated on industry developments, customer service best practices, and utility regulations.
Qualifications:
- Education: High school diploma or GED equivalent is required.
- Experience: Minimum of one year customer service experience or equivalent is required. Customer service experience can be attained in any field. Preference will be given to applicants with electric utility experience.
- Technical Skills: Must be able to utilize tools in the Microsoft Office Suite such as Word, Excel, Outlook. Additionally, must be able to use a calculator, mail machine, postage meter, fax machine, scanner, and copy machine.
- Organizational Skills: Strong organizational skills to respond promptly to members, accurately maintain records, and complete tasks on time and within deadlines.
- Communication Skills: Must be able to read, write legibly, and communicate clearly in English. Fluency in other languages, including Spanish, is a plus.
- Team Player: Collaborative mindset with the ability to work effectively in a team-oriented environment.

Position Overview: As an E&O Support Assistant at the cooperative, you will be an integral part of our Engineering & Operations team. Your primary responsibilities will be working with customers and internal departments to field service requests; determining and preparing for material needs, contracts, and permits; and supporting the design, construction, and maintenance of projects through project management and coordination. You will play a crucial role in supporting the safety and reliability of our power grid and providing excellent timely service to the membership.
Key Responsibilities:
- Support the processing of utility service construction requests (work orders) from Members/Customers and internal departments. Coordinate with relevant stakeholders, monitor project plans, and ensure adherence to project timelines.
- Responsible for the preparation of bills for labor and materials to members and the public. Maintain records of project designs, required materials, contracts, permits, and notices.
- Maintain records of all underground locate requests. Regularly communicate with supervisors, project teams, and attend monthly work order scheduling meetings with finance and engineering departments.
- Maintain accurate and up-to-date records using logs and digital tools for reference, auditing, and compliance. Maintain monthly inventory and update company S.D.S (Safety Data Sheets) database as required.
- Develop and maintain a cooperative attitude with members, the public, all WEC employees, and vendors.
- Responsible for updating transformer inventory records, outage reports, wire mile summaries, and providing other data for reports such as RUS Form 7 monthly report. Conduct data analysis to provide recommendations for process improvements.
Qualifications:
- Education: High school diploma or GED equivalent is required.
- Experience: Preference will be given to those candidates with at least two years of utility experience in the electric utility industry and working with customers.
- Technical Skills: Must be able to utilize tools in Microsoft Office Suite such as Word, Excel, and Outlook. Experience with work order software, or project management and tracking tools is a plus.
- Organizational Skills: Strong organizational skills to track tasks, accurately maintain records, and accurately prioritize to ensure tasks are completed on time, within deadlines, and on budget. Must be a self-starter who is able to multi-task and have excellent problem-solving skills.
- Communication Skills: Excellent verbal and written communication skills, with the ability to convey technical information clearly and concisely involving multiple stakeholders.
- Team Player: Collaborative mindset with the ability to work effectively in a team-oriented environment.
